Nomad City. How could it be?

A. A city that is not built, but with inhabitants, inhabitants that flow from everywhere to everywhere but inside the city, so the city is not a place but a bunch of relations among the people.

B. A built city with the capacity to move from a place to another, a mobile city, like a transatlantic or a spaceship.

C. A bunch of people living in tiny mobile houses that allows them to move without restrictions, an instable way to use the land.

A city is the people that lives in, or is the infrastructure that allows a place to be used, or both?
